OFFICIAL ANNOUNCEMENT:

LIMITED DRIVING REQUESTS:

    To request limited or restricted driving, you will need to submit a request. You will need to create an endorsement letter in Naval Correspondence format, ensure the unit's letterhead and SSIC code (right above the date) is correct, the letter needs to explain in detail extenuating circumstances on why limited driving privileges should be granted. (Ex: Between Family Hardship/Quarters/Primary workplace/medical/school/base to base duties). Additionally, your Battalion Commander will need to provide a separate endorsement letter in standard Naval Correspondence format. The endorsement letter should state any corrective measures and justify, particularly by describing how it will affect you and how awarding limited driving privileges would serve the command or the public interest regarding the citation you have received.  Once prepared, please forward both endorsement letters and form to MCBPAC.MCBBUTLER.TRA@USMC.MIL so we may forward the limited driving package to the Traffic Court Officer (TCO) for further processing. Click here for the optional Limited Driving package form.

APPEAL REQUEST:

     Any adjudged offender may appeal the administrative action imposed. However, the administrative action imposed will remain in effect pending appeal. Adjudged offenders shall address their appeals, in writing, to the MCIPAC-MCBB Chief of staff within 10 calendar days after the traffic court date imposing the action.

     In addition to submitting the “appeal request” form, you will need to attach a letter in Naval Correspondence format, ensure the unit's letterhead and SSIC code (right above the date) is correct, the letter should explain in detail why you are choosing to appeal the adjudication of your traffic citation. Provide any statements, witness testimony, and/or evidence to prove your claim. Lastly, your Battalion Commander will need to endorse/state or justify your reasoning.  Once prepared, please forward both your form and letter to mcbpac.mcbbutler.tra@usmc.mil so we may forward to the Traffic Court Officer (TCO) for further processing.

- I received an Armed Forces Traffic Ticket, what do I need to do?

     Email the citation admin office (click here) within 7 days of receiving your ticket.

- What type of citation requires mandatory Traffic Court?

Traffic Court follows MCIPAC MCBBO 5560.1C, which states offenses that constitute mandatory traffic Court hearings. The citation admin office will assign a Traffic Court date when a "not guilty" plea is entered. ***Please understand that any case (alcohol related, accident/collision, etc.) could take a few months or more to complete investigations. Once cases are finalized, traffic court can be scheduled and/or the case adjudicated. ***

- How can I find out how many points I have on my SOFA license?

Please utilize the point accumulation request form to request this information. 

- How does the point system work/how many points am I allowed?

Accumulating 12 points in 12 months or 18 points in 24 months requires a mandatory suspension or revocation of driving privileges.

12 points = 6-month suspension of your driving privileges

18 points = 1-year revocation of driving privileges.

After 24 months (from the citation date) points do not count anymore. There is no way to remove points from your record, they stay on your record for 24 months. Offenses are still considered as your driving history, even after points are dropped off. 

- What if I was issued a parking citation, but I let someone else drive my car?

Please fill out a Claim of Responsibility form. The person who was issued the citation is the "Offender" and the person taking responsibility is the "claimant". The person claiming responsibility needs to digitally sign using a CAC or come into the citation admin office and sign in person.

- I received a temporary suspension due to EXPIRED VEHICLE REGISTRATION and my SOFA license was taken by the MP, how can I get my license back?

To get reinstated, you will need to either: update your registration requirements (JCI, PDI, GOJ, Road Tax) -OR- Junk and deregister your vehicle.

Step 1: Was there an accident? If there was an accident and you were not updated on insurance, you need to contact the claims office! 645-7460 (we need a letter of General release and proof of closed claims, before reinstatement-even if you update your vehicle paperwork)

Step 2: No accident? ---> What was expired? PDI (insurance) only- then go pay for a new insurance plan, take it to JSVRO to update the system, and bring all documents into the Traffic Court office for reinstatement of your driving privileges. (if there was an accident you cannot get reinstated until damages have been covered) Once reinstated you can remove your vehicle from the impound lot. 

Step 3: JCI expired ---> you need to go purchase the JCI from the insurance company, then go to vehicle registration office to apply for temporary plates. (you cannot drive with the temp plates, since you are suspended) Once issued the temp plates, you can have someone get your vehicle out of the impound lot and drive it to go get the GOJ inspection done on your vehicle. After completing the inspection, you need to return the temp plates and documents to JSVRO and then bring proof to our office of updated registration requirements. 

***Before we are allowed to release your SOFA license back, you need to update your JCI/GOJ/PDI/ROAD TAX (whichever applies to you) and be in compliance with claims. Proof needs to be brought into the citation admin office located at PMO, building 496 on Camp Foster. *** 

If you plan to "junk" your car, you just deregister your vehicle and provide the junk/deregistration certificate to us.

- I would like to contest my ticket, what do I need to do?

Email the Citation Admin office within 7 days to request a future Traffic Court date.

- I received an off-base ticket by Japanese Police, what do I need to do?

The Japanese national police issue standard Japanese 
traffic tickets. The Japanese national police forward their tickets to the 
Provost Marshal's Office (PMO) Japanese Police Liaison who, in turn, forwards 
them to the Traffic Court section. The traffic offenses identified in the 
tickets are subject to TCO adjudication in Traffic Court, regardless of any 
"Official duty" certificate issuance for traffic violations on or off base. 

- How do I submit my remedial driver’s certificate or SACO?

You can bring your original certificate into the citation admin office or submit a scanned copy to our office via email

How do I get fingerprinted; do I need an appointment?

Appointments for fingerprinting are highly encouraged! Walk-ins are accepted but there is no guarantee you will be fingerprinted as a walk-in (this is based on manpower). Our office currently only offers ink prints, if you would like to make an appointment, please click here. 

-How do I get reinstated, after serving my time for my suspension or revocation?

For reinstatement, you come into the citation admin office or contact us via email if you are not on island. To get reinstated you must have completed your time (the day after expiration or later), completed any mandatory classes/courses and provided proof, and if applicable: deregistered your POV (if longer than 6 months revocation).

When paying the tax, personnel will be required to have their original vehicle title.

Mini-car and motorcycle taxes must be paid from April 1 to May 31 from 8:30 am to noon and 1-5 pm to local city, town or village offices. Bring the receipt to the Joint Service Vehicle Registration Office or tax collection site to receive the current road tax sticker.

All vehicles not de-registered before April 1 must pay road tax and display the current road tax decal before June 1.

Service members, civilians, and other Status of Forces Agreement personnel can pay the annual road tax for their personal vehicles at these locations.

1. Proceed to the JSVRO for initial processing. Both seller and buyer must be present.

2. JSVRO verifies the seller’s ID card and Military Registration, check the vehicle owner name, purchase date, current road tax receipt, Japanese Compulsory Insurance (JCI) and Property Damage Insurance (PDI), lien holder and GoJ inspection date (must not expire within 14 days from transfer). Owner must have owned the vehicle for the minimum of 120 days, have a cleared lien, and current GoJ inspection. (See 120 Wavier requirements)

3. JSVRO verifies the buyer is eligible to register a vehicle in their name.  Buyer must have their ID card and SOFA license (Kadena issued SOFA License: Sponsor must provide a copy of all dependent’s SOFA ID and SOFA License for eligibility). If this is their first vehicle, we will require a copy of their original orders, Letter of Employment, or Letter of Authorization.  Registration privileges are authorized only to Self-Sponsored SOFA personnel. (See 30-day waiver and Spouse-only waiver).

4. The following documents are required prior to completing paperwork: original Japanese title, JCI policy, current year road tax receipt, and PDI purchased in the buyer’s name at the time of title transfer.

5. Once cleared for transaction both parties will sign a Letter of Attorney approved by JSVRO to present to the insurance company. 

6. Proceed to your insurance company to complete title transfer (Fee $25-$40).

7. Once the insurance company completes the required transfer documentation, the buyer needs to take the Bill of Sale to JSVRO to complete the transaction.  

8. The insurance company will notify the new owner when the new Japanese original title is ready for pickup.

7. Once that is complete, they return to JSVRO to receive a Military Registration.
