Camp Operations

 

The Camp Operations section assists the Camp Commander in providing operational, logistical, morale, safety, and security support for the camp and its tenants in accordance with applicable higher directives.

 

Camp Operations is comprised of three sections:

 

Camp Headquarters - Responsible for overseeing the daily operations of the camp including but not limited to: Community relations, Supply, Facilities, Installation Protection, and Base Passes.

 

Camp Guard - Provides the general safety, police, and security of the camp.

 

Unaccompanied Housing - Provides oversight and manages all unaccompanied housing facilities on the camp.

Disaster Preparedness

Are You Prepared?

Everyone should have a Disaster Preparedness Plan in order to be prepared for emergencies that may occur.  When putting together your plan, first discuss the types of hazards that could affect you family.

Know your homes vulnerability to storm surge, flooding, and wind.

Locate a safe room, or the safest room in your home.  Develop exit plans and safe locations to meet outside.  Don’t forget to include your pets when making your plan.  Check your insurance coverage to make sure that you have protection for your home and your belongings.  Take First Aid and CPR classes.  Practice and maintain your plan.


Do You Have a Disaster Kit?

A Disaster Preparedness Kit helps to provide your family with important supplies should a disaster occur.  Think practical first and comfort second.  Kits should include enough material to last 3-7 days,

10-days is highly recommended here in Okinawa due to our isolation.  Items to include in your kit are:

- One gallon of water per person, per day

- Canned fruits vegetables, and meats

- Baby food/formula (if needed)

- Peanut butter, jelly, crackers, granola bars

- Flashlight

- Batteries

- Cups, plates, and utensils

- Tools

- Toilet paper, garbage bags, disinfectant

- Soap

- Diapers (if needed)

- Medications (prescription and non-prescription

- Important family documents such as birth/marriage certificates, wills, Social Security Cards, passports and immunization records.

TRAIN AND PRACTICE

 

CONDUCT DISASTER OR EVACUATION DRILLS:  Practice evacuations to one or two pre-designated meeting places to prepare yourself and/or your family for situations that could force you to displace. Places might be right outside of your home or outside of your neighborhood.  If you cannot return home or are asked to leave your neighborhood, everyone must know the address and phone number of the meeting locations.

 

GET FIRST AID AND FIRE EXTINGUISHER TRAINING:  Contact your unit Safety Officer or local Fire Department.

 

PLAN YOUR ACTIONS FOR EACH TROPICAL CYCLONE CONDITION OF READINESS (TCCOR):  See the explanations for each TCCOR under TYPHOON RELATED TERMS.

 

 

TROPICAL CYCLONE CONDITIONS OF READINESS (TCCOR)

 

Forecasts of tropical cyclone tracks are used to determine TCCORs.  Each TCCOR correlates to official instructions to be followed by all activities and sofa-status personnel.  The TCCORs are based on current and projected weather conditions and are issued by Okinawa’s TCCOR Authority, which is the Commanding General for 18th Wing (Kadena).

 

The Camp Commander may direct extra measures from higher-level TCCORs to enhance the camp’s preparedness without actually declaring a higher TCCOR.  For example, the TCCOR Authority may direct TCCOR-3 for Okinawa on a Friday, but because the storm threat could increase over the weekend, the Camp Commander might proactively direct the camp to set a TCCOR-1 posture before securing in order to avoid recalls over the weekend.  It is important to understand the difference because families and friends will talk about TCCORs, AFN will announce them, and people want to know what the actual TCCORs are that drive school, child care, and store closures.

 

TCCOR Conditions

 

TCCOR 5:  Destructive winds of 50 knots or greater are possible within 96 hours.  TCCOR 5 is only used outside of the established Typhoon season.

 

TCCOR 4:  Destructive winds of 50 knots or greater are possible within 72 hours.  TCCOR 4 will be continuously in effect as a minimum condition of readiness from 1 June to 30 November annually.

 

TCCOR 3:  Destructive winds of 50 knots or greater are possible within 48 hours.  Initiate a general cleanup around homes and office.

 

TCCOR 2:  Destructive winds of 50 knots or greater are anticipated within 24 hours.  Remove or secure all outside items.

 

TCCOR 1:  Destructive winds of 50 knots or greater are anticipated within 12 hours.  Fill any containers you can use for water storage.  If you live in low lying quarters, make arrangements to stay with a friend.  Make final check of food and other supplies.

 

TCCOR 1 Caution:  Destructive winds of 50 knots or greater are anticipated within 12 hours.  Actual winds are 34-49 knots.

 

Base Exchange, shops, Commissary, Shoppettes, Gas Station, Services facilities, Clubs, Restaurants, Recreational Facilities and Post Office will close.  Movement about the base should be kept to a minimum.

 

TCCOR 1 Emergency:  Actual winds of 50 knots or greater.  All outside activity is prohibited.

 

TCCOR 1 Recovery:  Destructive winds of 50 knots are no longer occurring.  Actual winds are 34-49 knots.

 

All Clear:  Hazardous conditions and winds are no longer present.  Return to normal duties.  All Clear is announced when all hazards have been cleared.

Welcome to the Housing section of Camp Kinser.  Camp Kinser housing is distributed into two sections: Unaccompanied Housing and Family Housing.  Unaccompanied Housing is managed by the Camp Kinser Operations staff and Family Housing is managed by the United States Air Force's 18th Wing Housing Flight.
