MISSION STATEMENt

The Installation Safety Office serves as an advocate and force multiplier for a safe and healthy environment for all personnel who work, live, and recreate aboard MCB Camp Butler. This is achieved by establishing and sustaining a positive safety culture throughout the community, with the goal of eliminating or reducing the frequency and severity of mishaps, minimizing health hazards, and ultimately enhancing military readiness.

 

STRATEGIC GOALS

  1. Reduce safety hazards by identifying, reporting, and coordinating corrective actions through effective abatement procedures, utilizing the Risk Management Information (RMI) system to manage this process.
  2. Facilitate partnerships that enhance the effectiveness of safety programs and foster a heightened overall safety posture. 
  3. Promote the integration of the Risk Management (RM) process into all operations and activities. 
  4. Optimize workforce safety by aligning supervisory and employee responsibilities to support a safe working environment..
  5. Maximize the use of available safety resources to support mission readiness and program efficiency.

BETA period for online sofa licensing (usfj form 4ej) process in okinawa 🚗

The Installation Safety Office is excited to announce the Beta launch of the Enhanced process for obtaining a SOFA license (USFJ Form 4EJ) in Okinawa starting on 21 April 2025. This Beta period is designed to refine the experience before the program expands to additional personnel.

👤 Who’s eligible for the Beta?

Initially, this process will be available only to the following personnel and their dependents:

  • E-6 and above
  • GS-13 to GS-15
  • NAF-4 and NAF-5

Key benefits

Convenience: Register and complete the online testing up to 60 days prior to arriving in Okinawa.

Streamlined Licensing: You’ll receive your SOFA license (USFJ Form 4EJ) upon arrival in Okinawa.

Motorcycle Safety

The MCIPAC-MCBB Installation Safety Office provides all Motorcycle Safety Foundation (MSF) training courses for personnel with Status of Forces Agreement (SOFA) status. Individuals who choose to operate a motorcycle inherently assume a higher level of risk, as motorcycle mishaps often result in severe personal injury and increased operational impact. To mitigate these risks, all riders are required to complete the appropriate motorcycle safety training and licensing requirements prior to operating a motorcycle on or off installation.

Before a motorcycle endorsement can be issued, prospective riders must successfully complete the required rider training course and/or demonstrate proficiency through authorized testing. Upon successful completion of the training requirements, riders will be issued the appropriate motorcycle endorsement on their SOFA license.

Prospective riders must be at least 16 years of age and possess a valid USFJ Form 4EJ operator’s permit (SOFA driver’s license) prior to enrollment in motorcycle training.

The following Motorcycle Safety Foundation courses are offered and conducted by the Installation Safety Office Motorcycle Training Section, located at Kadena Air Base, Building 908.

  • Level I: Basic Riders Course (BRC)
  • Level II: Advance Riders Course (ARC)
  • Level III: Advance Rider Track Day (ARTD

Course Details:

· Check-In Time / Location: All personnel enrolled in Motorcycle courses must report no later than 0715 to Motorcycle Safety Office at Kadena Air Base (BLDG 908).

· Class Start Time: 0730. Late arrivals after 0730 will be dropped from the course and will be required to re-enroll for another course at a later date.

Equipment and Attire Requirements:

· All personnel must have proper riding gear and attire as listed below:

  • Wear long trousers
  • Long sleeve shirt or jacket
  • Boots or over the ankle hard-soled shoes. (NO TENNIS SHOES)
  • Eye protection: Face shield, riding sunglasses or goggles
  • Full fingered gloves
  • An approved helmet that meets DOT/SNELL/ECE standards

Priority Enrollment: Active-Duty personnel have priority for all Motorcycle Safety Courses. In accordance with MCO 5100.29C: DoD civilian personnel, military retirees, and military dependents may attend motorcycle safety training on a space-available basis at no cost to the member.

How to Enroll in Motorcycle Safety Courses:

· All active duty personnel must enroll by following the link below.

2. If you don’t have an account, you will need to create one.

3. Once logged in, click on the “Training” dropdown tab on the left and select “Search Training Classes.”

4. Use the following search parameters:

· Hosting Organization Tier 1: US Marine Corps

· Hosting Organization Tier 2: HQTRS MCIPAC (M20090)

5. Scroll to the bottom and click “Search”

6. Select your preferred class date by clicking on the appropriate yesfigure.

Important Notes:

  • Civilian personnel without a Common Access Card (CAC) may enroll in motorcycle safety courses by contacting the Kadena Motorcycle Safety Office directly. However, the individual’s sponsor must first establish a Risk Management Information (RMI) account, as civilian participants must be registered under their sponsor’s account in order to complete enrollment.
  • Class size is strictly limited to 12 students per course to ensure adequate instructor oversight and training quality. Once the 12 available seats are filled, any additional registrations will be automatically disenrolled from the course. Personnel are advised not to continue enrolling once the class has reached capacity, as individuals exceeding the limit will not be permitted to participate.

Asbestos and lead program

Our mission is to ensure the safe management and control of Asbestos-Containing Materials (ACM) and Lead-Based Paint (LBP) found in buildings. Through strict adherence to asbestos and lead safety programs, we help ensure that ACM and LBP are properly identified, handled, and maintained across installations. We are committed to full compliance with all applicable regulations, including MCIPAC-MCBBO 5100.6B, Japanese Environmental Governing Standards (JEGS), and U.S. EPA/OSHA guidelines. By promoting safety and regulatory compliance, we aim to protect both people and the environment from the risks associated with hazardous materials.

Our Program Includes:

  • Development and implementation of regulatory requirements and operational guidance for asbestos-related activities.

  • Prevention of unintentional asbestos exposure through awareness training, guidance related to proper work procedures, and clear communication tools (e.g., notifications and flyers).

  • Support with conducting site inspections, and maintaining data and records of ACM and LBP.

What is Asbestos?

Asbestos is a general term for naturally occurring silicate minerals that can be separated into thin, durable fibers. These minerals were commonly mined and used in construction materials, especially in buildings constructed before 1980. Asbestos-containing materials (ACM) do not pose a health risk when left undisturbed and intact. However, when these materials are damaged or disturbed, asbestos fibers can become airborne and inhaled, which may lead to serious health issues.

Definition of Asbestos-Containing Materials (ACM): Materials that contain 0.1% or more asbestos by weight.

What is Lead?

Lead (Pb) is a naturally occurring metal found in the earth’s crust. It has been widely used in various products, including paint, pipes, and batteries, due to its durability and resistance to corrosion. In the U.S. buildings constructed before 1978, lead-based paint was commonly used. Lead-based paint becomes hazardous when it deteriorates and it is ingested through the mouth.

Definition of Lead-based paint (LBP): ≥ 1.0mg/ cm² OR 0.5% (5,000ppm) by weight

Training

Asbestos and Lead Awareness online training is available on our SharePoint here (CAC access required)

Annual awareness training is required for personnel who do not directly handle asbestos or lead in their regular duties, but who work in or around areas where these hazards may be present, including those performing maintenance activities near asbestos- or lead-containing materials. The training is available online to anyone with CAC (Common Access Card) access who wants to learn more about asbestos and lead awareness and etc. If you do not have CAC access, but require training or simply want materials, please contact us. If you are unsure whether this training is required for your role, please refer to your Industrial Hygiene (IH) Survey, conducted periodically by the U.S. Naval Hospital.

NOTE: This awareness training does not certify or authorize individuals to perform asbestos or lead removal or containment projects. It is intended solely for hazard recognition and educational purposes.

Welcome to Okinawa! The information presented on this webpage offers the military community best safety practices when recreating in and around the waters of Okinawa. Okinawa is a semi-tropical island and the largest in the chain of the Ryukyu's (re-u-que's). Surrounded by world class beaches, the island has a moderate climate with an average annual temperature of 73 degrees Fahrenheit. Okinawa thrives from the popular tourism industry and is considered a "hot bed" for a variety of recreational water activities. You can find almost every aquatic sport here from Hari (ha-lee) or dragon boat races, to sports fishing, swimming, scuba diving, kayaking, jet skiing, surfing, and kite boarding.
 
When entering coastal waters, pay close attention to water conditions as they can change for the worst in a matter of minutes. Additionally, adhere to posted warning signs and inform others of where you are going and your expected time of return. It is also highly encouraged that personnel enter the water in populated areas as it provides more opportunities to obtain immediate assistance in the event of an emergency. Furthermore, water enthusiasts should use extreme caution as rip currents are widely present throughout the coastline due to the unique coral formations. Finally, have a mobile phone handy and preprogram emergency phone numbers, including the Japan Coast Guard emergency number of 118. SEASONAL WIND AND WATER CONDITIONS

OCTOBER IS OCEAN SAFETY MONTH

Did you know that approximately 25% of fatal ocean drownings (SOFA personnel) on Okinawa occur within the month of October?

That’s right! Of forty recreational drownings since 2000, ten have occurred in an October month. During this month we are still in Okinawa’s typhoon season. As summer storms push further and further north, some of the most powerful storms come at the end of the season. And the storms that don’t make landfall on Okinawa’s shores send high surf which can be treacherous.

October is also the month that separates two seasons of relatively predictable ocean conditions.

Summer ocean conditions (May to September) are denoted by calm seas or small southerly swells and light southerly winds, with occasional high surf approaching from the south ahead of Tropical Storms and Typhoons.

During winter months (November to April) cold fronts out of Siberia bring high winds and northerly swells much more frequently, with elevated sea states occurring every 7 to 10 days for west sector beaches and dive sites.

While hazardous water conditions can be found in any season, both summer and winter wind and swell patterns are predictable and easier to forecast. However, October sees a mix of both summer, and winter, winds and waves. Swell direction is often mixed, with waves approaching from the north, south, east, and west, creating a “washing machine” effect, and severe coastal currents at popular beaches around the island.

To make matters worse, October arrives after our PCS season when many families’ household goods have arrived and personnel are beginning to explore the island’s beaches for the first time.

Lastly, October produces some of the very best weather of the year on Okinawa. The summer heat has abated, and we see warm but milder temperatures, with minimal precipitation as we move into the drier winter season.

October is the best time of the year, and the deadliest, to plan a trip to the beach.

We can mitigate much of the risks involved in ocean recreation by following a few key Ocean Safety tips.

When planning a trip to the beach, make sure to always;

  • Check your Sea Conditions before entering the water, which can be found on your MCCS Okinawa Liberty App.
  • Wear a floatation device and remember that snorkeling vests are free and available to you. 
  • Use the buddy system at all times in the ocean.
  • Have a plan and let someone know where you plan to enter the ocean and what time you expect to return.
  • Consider your abilities as a swimmer, surfer, diver etc. and plan your ocean recreation accordingly
  • Always swim, surf, paddle, snorkel, and dive within your limits.

Driving In Okinawa

Driving in Okinawa

Okinawa offers a distinct driving experience. Unlike the United States, people drive on the left side of the road. The slow lane is on the left, and the fast lane is on the right, although there usually isn't a significant difference between either. All speed limits are marked in kilometers per hour, except for the Okinawa Expressway, there is no authorized speed zone beyond 60 kilometers per hour, or about 37 mph. In addition, all traffic signs here conform to international standards. Many roads are much narrower than standard American roads, traffic congestion is more the rule than the exception, and coral dust-laden roads are slick when it rains. Defensive driving is an absolute necessity. Drinking and driving and illegal drugs are dealt with very severely both by Japanese and Military authorities.

Licenses

Licenses

In order for a U.S. Marine, civilian or dependent to drive on Okinawa or mainland Japan, you must obtain a valid USFJ Form 4EJ, US Forces Japan Operator's Permit.

1. You must have a valid Stateside or U.S. territory driver's license or approved country's driver license as per USFJI 31-205. At the time of applying for a license, a background check will be performed.

2. You must be on Permanent Change of Station (PCS) orders to qualify to apply for a USFJ Operator's Permit.

3. If you are Active Duty under the age of 26, you must complete or show proof of attending a Driver's Improvement Course.

Note: If you are under the age of 18 and hold a valid driver's license, you will receive On-Base Only permission to drive until you reach the age of 18. If you have never been licensed before, you must get permission from your sponsor and attend a formal accredited drivers education course. To receive a motorcycle license on Okinawa you must complete an approved motorcycle training course. Courses are available on Okinawa.

Online Testing

ENHANCED Online TESTING PROCESS TO RECEIVE A SOFA LicensE (usfj form 4ej) IN OKINAWA

Qualified inbound personnel (E6 and above, GS-13 to GS-15, NAF-4 and NAF-5) and their dependents may now apply and complete testing online up to 60 days prior to arriving in Okinawa. Upon arrival, the USFJ Form 4EJ (SOFA License) can be picked up at the Installation Safety Office.

🚫 This online process is not available to:

  • E5 and below, GS-12 and below, NAF-3 and below, or Selectees
  • Stateside learner's permit holders
  • Students enrolled in driving schools in Okinawa
  • UDP / TAD personnel
  • Contractors
  • Personnel who are already on island (must test in person)

 

📋 Application instructions:

Step 1: Mandatory Video - All applicants must watch the USFJ-mandated “Driving in Okinawa” video (Located at the bottom of this page)

Step 2:  Review the Driver's Study Guide 2025

Step 3: Submit the application form - Ensure all information is accurate, as submitting the wrong form may delay or prevent processing

Choose the form based on rank or grade:

*Dependents must submit their own application using the sponsor’s rank category. 

Step 4: Receive Test Link - After submitting the application, a unique test link will be sent to the email provided.

Step 5: After the Test - Email test completion confirmation (with test number) and Basic Web Orders to: Base.Safety.MCBB.POV@usmc.mil 

*If dependents are not listed on your accompanied orders, include Area Clearance Approval listing them.

  • Civilians: Include Letter of Employment (LOE)  |  Reservists: Include orders

What Happens Next

  • All documents and test results will be reviewed by the Installation Safety Office
  • Processing time: Up to 3 business days

You will receive an email with: Instructions to pick up your SOFA License and a short feedback survey (please complete it to help us improve)

❌ If You Fail:

You will receive a new test link within 3 business days for another attempt

All new arrivals must attend the Newcomers Orientation Welcome Aboard (NOWA) brief before receiving a SOFA Driver’s License.

  • Virtual NOWA is for: E-6 and above, NAF-4/5, GS-13-GS-15 and their dependents (Submission of a Virtual NOWA Request Form is still required)
  • All others must attend the in-person NOWA.

UDP LICENSING

1. Unit Representative/ Communication:

Unit Commanders/Representatives: Responsible for submitting required documents for personnel.

The Installation Safety Office (ISO) Staff Non-Commissioned Officers (SNCO’s) are responsible for reviewing submissions and providing feedback on documents submitted and scheduling; testings are conducted by appointments only.

Communication will only be conducted between the unit representative(s) and the ISO SNCO’s for all UDP applications.

Online testing is not authorized for UDP personnel.

2. Document Submission & Review

Required Documents for Personnel:

  • Stateside Driver’s License (Physical)
  • Military ID
  • Driver’s Awareness Certificate (for personnel aged 25 and below)
  • UDP CO Endorsement Letter (with NOWA OOO completion date, end of tour date, and alphabetized personnel roster as an enclosure)
  • CO signature on USFJ Form 4EJ (Yellow Card) for E-5 and below, prior to taking the SOFA licensing exam

Remedial Drivers course

The MCIPAC-MCBB Installation Safety Office offers Remedial Driver Training to reinforce positive attitudes and motivate vehicle operators who have been convicted of serious moving traffic violations, found at fault in a traffic accident (while driving a government or privately owned vehicle), or otherwise demonstrated driving habits or attitudes that require additional attention.

Course Details:

· Check-In Time / Location: All personnel enrolled in this course must report no later than 0715 to the Camp Foster Installation Safety Office Bldg #5831

· Class Start Time: 0730. Late arrivals after 0715 will be dropped from the course and will be required to re-enroll in the next available session

Uniform Requirements:

· Active-Duty Personnel must wear the appropriate uniform of the day (UOD). Those not in compliance will be dropped and asked to enroll in a future session.

· Civilians and Dependents are required to be in proper civilian attire.

Priority Enrollment: Priority seating is reserved for personnel appointed by MCB Traffic Court or their Battalion/Squadron Commanding Officer (with written confirmation). Remaining spaces will be allocated on a first-come, first-served basis.

Our mission is to ensure the safe management and control of Asbestos-Containing Materials (ACM) and Lead-Based Paint (LBP) found in buildings. Through strict adherence to asbestos and lead safety programs, we help ensure that ACM and LBP are properly identified, handled, and maintained across installations. We are committed to full compliance with all applicable regulations, including MCIPAC-MCBBO 5100.6B, Japanese Environmental Governing Standards (JEGS), and U.S. EPA/OSHA guidelines. By promoting safety and regulatory compliance, we aim to protect both people and the environment from the risks associated with hazardous materials.

Our Program Includes:

  • Development and implementation of regulatory requirements and operational guidance for asbestos-related activities.

  • Prevention of unintentional asbestos exposure through awareness training, guidance related to proper work procedures, and clear communication tools (e.g., notifications and flyers).

  • Support with conducting site inspections, and maintaining data and records of ACM and LBP.

What is Asbestos?

Asbestos is a general term for naturally occurring silicate minerals that can be separated into thin, durable fibers. These minerals were commonly mined and used in construction materials, especially in buildings constructed before 1980. Asbestos-containing materials (ACM) do not pose a health risk when left undisturbed and intact. However, when these materials are damaged or disturbed, asbestos fibers can become airborne and inhaled, which may lead to serious health issues.

Definition of Asbestos-Containing Materials (ACM): Materials that contain 0.1% or more asbestos by weight.

What is Lead?

Lead (Pb) is a naturally occurring metal found in the earth’s crust. It has been widely used in various products, including paint, pipes, and batteries, due to its durability and resistance to corrosion. In the U.S. buildings constructed before 1978, lead-based paint was commonly used. Lead-based paint becomes hazardous when it deteriorates and it is ingested through the mouth.

Definition of Lead-based paint (LBP): ≥ 1.0mg/ cm² OR 0.5% (5,000ppm) by weight

Asbestos and Lead Awareness online training is available on our SharePoint here (CAC access required)

Annual awareness training is required for personnel who do not directly handle asbestos or lead in their regular duties, but who work in or around areas where these hazards may be present, including those performing maintenance activities near asbestos- or lead-containing materials. The training is available online to anyone with CAC (Common Access Card) access who wants to learn more about asbestos and lead awareness and etc. If you do not have CAC access, but require training or simply want materials, please contact us. If you are unsure whether this training is required for your role, please refer to your Industrial Hygiene (IH) Survey, conducted periodically by the U.S. Naval Hospital.

NOTE: This awareness training does not certify or authorize individuals to perform asbestos or lead removal or containment projects. It is intended solely for hazard recognition and educational purposes.

Okinawa is a semi-tropical island and the largest in the chain of the Ryukyu's (re-u-que's). Surrounded by world class beaches, the island has a moderate climate with an average annual temperature of 73 degrees Fahrenheit. Okinawa thrives from the popular tourism industry and is considered a "hot bed" for a variety of recreational water activities. You can find almost every aquatic sport here from Hari (ha-lee) or dragon boat races, to sports fishing, swimming, scuba diving, kayaking, jet skiing, surfing, and kite boarding.
 
When entering coastal waters, pay close attention to water conditions as they can change for the worst in a matter of minutes. Additionally, adhere to posted warning signs and inform others of where you are going and your expected time of return. It is also highly encouraged that personnel enter the water in populated areas as it provides more opportunities to obtain immediate assistance in the event of an emergency. Furthermore, water enthusiasts should use extreme caution as rip currents are widely present throughout the coastline due to the unique coral formations. Finally, have a mobile phone handy and preprogram emergency phone numbers, including the Japan Coast Guard emergency number of 118. SEASONAL WIND AND WATER CONDITIONS

Winter is here and Okinawa’s ocean will take on different moods, with prevailing wind and swells approaching the island more frequently from the north.

We will see mild temperatures and great weather through much of the winter season, making ocean recreation a continued popular liberty activity in cooler months. This is dangerous, as high winds and an elevated sea state are also associated with Okinawa’s winter. Ocean related mishaps increase from October through April and we must be vigilant to employ personal risk management to prevent off-duty mishaps in the ocean.

One critical statistic highlights that 45 percent of fatal ocean mishaps in Okinawa involve snorkelers, particularly those without proper snorkel vests.

Per MARFORJ5101.1Ch1 “To maintain buoyancy and facilitate any necessary rescue, personnel snorkeling and freediving shall wear appropriately-sized vests designed for activity e.g., snorkel vests for snorkeling and freediver recovery vest or snorkel vest for freediving.”

Snorkel vests can be borrowed for no cost, and for up to three days from Tsunami Scuba locations on Camps Schwab, Hansen, Torii Station, Courtney, and Foster, and from the Fitness Center on Camp Kinser.

When planning to participate in recreational activities in the ocean, make sure to always;

  • · Check your Sea Conditions before entering the water, which can be found on your MCCS Okinawa Liberty App
  • · Wear a floatation device and remember that snorkeling vests are free and available to you
  • · Use the buddy system at all times in the ocean
  • · Have a plan, and let someone know where you plan to enter the ocean and what time you expect to return
  • · Consider your abilities as a swimmer, surfer, diver, etc. and plan your ocean recreation accordingly
  • · Always swim, surf, paddle, snorkel, and dive within your limits

MISSION STATEMENt

The MCIPAC-MCB Butler Installation Safety Office serves as the advocate and catalyst for promoting and achieving operational excellence and improving readiness through the effective application of the Marine Corps Safety Management System (MCSMS) within Marine Corps Installations Pacific.

BETA period for online sofa licensing (usfj form 4ej) process in okinawa 🚗

The Installation Safety Office is excited to announce the Beta launch of the Enhanced process for obtaining a SOFA license (USFJ Form 4EJ) in Okinawa starting on 21 April 2025. This Beta period is designed to refine the experience before the program expands to additional personnel.

👤 Who’s eligible for the Beta?

Initially, this process will be available only to the following personnel and their dependents:

  • E-6 and above
  • GS-13 to GS-15
  • NAF-4 and NAF-5

Key benefits

Convenience: Register and complete the online testing up to 60 days prior to arriving in Okinawa.

Streamlined Licensing: You’ll receive your SOFA license (USFJ Form 4EJ) upon arrival in Okinawa.

Driving In Okinawa

Driving in Okinawa

Okinawa offers a distinct driving experience. Unlike the United States, people drive on the left side of the road. The slow lane is on the left, and the fast lane is on the right, although there usually isn't a significant difference between either. All speed limits are marked in kilometers per hour, except for the Okinawa Expressway, there is no authorized speed zone beyond 60 kilometers per hour, or about 37 mph. In addition, all traffic signs here conform to international standards. Many roads are much narrower than standard American roads, traffic congestion is more the rule than the exception, and coral dust-laden roads are slick when it rains. Defensive driving is an absolute necessity. Drinking and driving and illegal drugs are dealt with very severely both by Japanese and Military authorities.

Licenses

Licenses

In order for a U.S. Marine, civilian or dependent to drive on Okinawa or mainland Japan, you must obtain a valid USFJ Form 4EJ, US Forces Japan Operator's Permit.

1. You must have a valid Stateside or U.S. territory driver's license or approved country's driver license as per USFJI 31-205. At the time of applying for a license, a background check will be performed.

2. You must be on Permanent Change of Station (PCS) orders to qualify to apply for a USFJ Operator's Permit.

3. If you are Active Duty under the age of 26, you must complete or show proof of attending a Driver's Improvement Course.

Note: If you are under the age of 18 and hold a valid driver's license, you will receive On-Base Only permission to drive until you reach the age of 18. If you have never been licensed before, you must get permission from your sponsor and attend a formal accredited drivers education course. To receive a motorcycle license on Okinawa you must complete an approved motorcycle training course. Courses are available on Okinawa.

Online Testing

ENHANCED Online TESTING PROCESS TO RECEIVE A SOFA LicensE (usfj form 4ej) IN OKINAWA

Qualified inbound personnel (E6 and above, GS-13 to GS-15, NAF-4 and NAF-5) and their dependents may now apply and complete testing online up to 60 days prior to arriving in Okinawa. Upon arrival, the USFJ Form 4EJ (SOFA License) can be picked up at the Installation Safety Office.

🚫 This online process is not available to:

  • E5 and below, GS-12 and below, NAF-3 and below, or Selectees
  • Stateside learner's permit holders
  • Students enrolled in driving schools in Okinawa
  • UDP / TAD personnel
  • Contractors
  • Personnel who are already on island (must test in person)

 

📋 Application instructions:

Step 1: Mandatory Video - All applicants must watch the USFJ-mandated “Driving in Okinawa” video (Located at the bottom of this page)

Step 2:  Review the Driver's Study Guide 2025

Step 3: Submit the application form - Ensure all information is accurate, as submitting the wrong form may delay or prevent processing

Choose the form based on rank or grade:

*Dependents must submit their own application using the sponsor’s rank category. 

Step 4: Receive Test Link - After submitting the application, a unique test link will be sent to the email provided.

Step 5: After the Test - Email test completion confirmation (with test number) and Basic Web Orders to: Base.Safety.MCBB.POV@usmc.mil 

*If dependents are not listed on your accompanied orders, include Area Clearance Approval listing them.

  • Civilians: Include Letter of Employment (LOE)  |  Reservists: Include orders

What Happens Next

  • All documents and test results will be reviewed by the Installation Safety Office
  • Processing time: Up to 3 business days

UDP LICENSING

1. Unit Representative/ Communication:

Unit Commanders/Representatives: Responsible for submitting required documents for personnel.

The Installation Safety Office (ISO) Staff Non-Commissioned Officers (SNCO’s) are responsible for reviewing submissions and providing feedback on documents submitted and scheduling; testings are conducted by appointments only.

Communication will only be conducted between the unit representative(s) and the ISO SNCO’s for all UDP applications.

Remedial Drivers course

The MCIPAC-MCBB Installation Safety Office offers Remedial Driver Training to reinforce positive attitudes and motivate vehicle operators who have been convicted of serious moving traffic violations, found at fault in a traffic accident (while driving a government or privately owned vehicle), or otherwise demonstrated driving habits or attitudes that require additional attention.

Course Details:

· Check-In Time / Location: All personnel enrolled in this course must report no later than 0715 to the Camp Foster Installation Safety Office Bldg #5831

· Class Start Time: 0730. Late arrivals after 0715 will be dropped from the course and will be required to re-enroll in the next available session

Uniform Requirements:

· Active-Duty Personnel must wear the appropriate uniform of the day (UOD). Those not in compliance will be dropped and asked to enroll in a future session.

· Civilians and Dependents are required to be in proper civilian attire.

Priority Enrollment: Priority seating is reserved for personnel appointed by MCB Traffic Court or their Battalion/Squadron Commanding Officer (with written confirmation). Remaining spaces will be allocated on a first-come, first-served basis.

Okinawa is a semi-tropical island and the largest in the chain of the Ryukyu's (re-u-que's). Surrounded by world class beaches, the island has a moderate climate with an average annual temperature of 73 degrees Fahrenheit. Okinawa thrives from the popular tourism industry and is considered a "hot bed" for a variety of recreational water activities. You can find almost every aquatic sport here from Hari (ha-lee) or dragon boat races, to sports fishing, swimming, scuba diving, kayaking, jet skiing, surfing, and kite boarding.
 
When entering coastal waters, pay close attention to water conditions as they can change for the worst in a matter of minutes. Additionally, adhere to posted warning signs and inform others of where you are going and your expected time of return. It is also highly encouraged that personnel enter the water in populated areas as it provides more opportunities to obtain immediate assistance in the event of an emergency. Furthermore, water enthusiasts should use extreme caution as rip currents are widely present throughout the coastline due to the unique coral formations. Finally, have a mobile phone handy and preprogram emergency phone numbers, including the Japan Coast Guard emergency number of 118. SEASONAL WIND AND WATER CONDITIONS

Winter is here and Okinawa’s ocean will take on different moods, with prevailing wind and swells approaching the island more frequently from the north.

We will see mild temperatures and great weather through much of the winter season, making ocean recreation a continued popular liberty activity in cooler months. This is dangerous, as high winds and an elevated sea state are also associated with Okinawa’s winter. Ocean related mishaps increase from October through April and we must be vigilant to employ personal risk management to prevent off-duty mishaps in the ocean.

One critical statistic highlights that 45 percent of fatal ocean mishaps in Okinawa involve snorkelers, particularly those without proper snorkel vests.

Per MARFORJ5101.1Ch1 “To maintain buoyancy and facilitate any necessary rescue, personnel snorkeling and freediving shall wear appropriately-sized vests designed for activity e.g., snorkel vests for snorkeling and freediver recovery vest or snorkel vest for freediving.”

Snorkel vests can be borrowed for no cost, and for up to three days from Tsunami Scuba locations on Camps Schwab, Hansen, Torii Station, Courtney, and Foster, and from the Fitness Center on Camp Kinser.

When planning to participate in recreational activities in the ocean, make sure to always;

  • · Check your Sea Conditions before entering the water, which can be found on your MCCS Okinawa Liberty App
  • · Wear a floatation device and remember that snorkeling vests are free and available to you
  • · Use the buddy system at all times in the ocean
  • · Have a plan, and let someone know where you plan to enter the ocean and what time you expect to return
  • · Consider your abilities as a swimmer, surfer, diver, etc. and plan your ocean recreation accordingly
  • · Always swim, surf, paddle, snorkel, and dive within your limits

Our mission is to ensure the safe management and control of Asbestos-Containing Materials (ACM) and Lead-Based Paint (LBP) found in buildings. Through strict adherence to asbestos and lead safety programs, we help ensure that ACM and LBP are properly identified, handled, and maintained across installations. We are committed to full compliance with all applicable regulations, including MCIPAC-MCBBO 5100.6B, Japanese Environmental Governing Standards (JEGS), and U.S. EPA/OSHA guidelines. By promoting safety and regulatory compliance, we aim to protect both people and the environment from the risks associated with hazardous materials.

Our Program Includes:

  • Development and implementation of regulatory requirements and operational guidance for asbestos-related activities.

  • Prevention of unintentional asbestos exposure through awareness training, guidance related to proper work procedures, and clear communication tools (e.g., notifications and flyers).

  • Support with conducting site inspections, and maintaining data and records of ACM and LBP.

What is Asbestos?

Asbestos is a general term for naturally occurring silicate minerals that can be separated into thin, durable fibers. These minerals were commonly mined and used in construction materials, especially in buildings constructed before 1980. Asbestos-containing materials (ACM) do not pose a health risk when left undisturbed and intact. However, when these materials are damaged or disturbed, asbestos fibers can become airborne and inhaled, which may lead to serious health issues.

Definition of Asbestos-Containing Materials (ACM): Materials that contain 0.1% or more asbestos by weight.

What is Lead?

Lead (Pb) is a naturally occurring metal found in the earth’s crust. It has been widely used in various products, including paint, pipes, and batteries, due to its durability and resistance to corrosion. In the U.S. buildings constructed before 1978, lead-based paint was commonly used. Lead-based paint becomes hazardous when it deteriorates and it is ingested through the mouth.

Definition of Lead-based paint (LBP): ≥ 1.0mg/ cm² OR 0.5% (5,000ppm) by weight

Asbestos and Lead Awareness online training is available on our SharePoint here (CAC access required)

Annual awareness training is required for personnel who do not directly handle asbestos or lead in their regular duties, but who work in or around areas where these hazards may be present, including those performing maintenance activities near asbestos- or lead-containing materials. The training is available online to anyone with CAC (Common Access Card) access who wants to learn more about asbestos and lead awareness and etc. If you do not have CAC access, but require training or simply want materials, please contact us. If you are unsure whether this training is required for your role, please refer to your Industrial Hygiene (IH) Survey, conducted periodically by the U.S. Naval Hospital.

NOTE: This awareness training does not certify or authorize individuals to perform asbestos or lead removal or containment projects. It is intended solely for hazard recognition and educational purposes.

Motorcycle Safety

The MCIPAC-MCBB Installation Safety Office provides all Motorcycle Safety Foundation (MSF) training courses for personnel with Status of Forces Agreement (SOFA) status. Individuals who choose to operate a motorcycle inherently assume a higher level of risk, as motorcycle mishaps often result in severe personal injury and increased operational impact. To mitigate these risks, all riders are required to complete the appropriate motorcycle safety training and licensing requirements prior to operating a motorcycle on or off installation.

Before a motorcycle endorsement can be issued, prospective riders must successfully complete the required rider training course and/or demonstrate proficiency through authorized testing. Upon successful completion of the training requirements, riders will be issued the appropriate motorcycle endorsement on their SOFA license.

Prospective riders must be at least 16 years of age and possess a valid USFJ Form 4EJ operator’s permit (SOFA driver’s license) prior to enrollment in motorcycle training.

The following Motorcycle Safety Foundation courses are offered and conducted by the Installation Safety Office Motorcycle Training Section, located at Kadena Air Base, Building 908.

  • Level I: Basic Riders Course (BRC)
  • Level II: Advance Riders Course (ARC)
  • Level III: Advance Rider Track Day (ARTD

Course Details:

· Check-In Time / Location: All personnel enrolled in Motorcycle courses must report no later than 0715 to Motorcycle Safety Office at Kadena Air Base (BLDG 908).

· Class Start Time: 0730. Late arrivals after 0730 will be dropped from the course and will be required to re-enroll for another course at a later date.

Equipment and Attire Requirements:

· All personnel must have proper riding gear and attire as listed below:

  • Wear long trousers
  • Long sleeve shirt or jacket
  • Boots or over the ankle hard-soled shoes. (NO TENNIS SHOES)
  • Eye protection: Face shield, riding sunglasses or goggles
  • Full fingered gloves
  • An approved helmet that meets DOT/SNELL/ECE standards

Priority Enrollment: Active-Duty personnel have priority for all Motorcycle Safety Courses. In accordance with MCO 5100.29C: DoD civilian personnel, military retirees, and military dependents may attend motorcycle safety training on a space-available basis at no cost to the member.

  • Class size is strictly limited to 12 students per course to ensure adequate instructor oversight and training quality. Once the 12 available seats are filled, any additional registrations will be automatically disenrolled from the course. Personnel are advised not to continue enrolling once the class has reached capacity, as individuals exceeding the limit will not be permitted to participate.

BETA period for online sofa licensing (usfj form 4ej) process in okinawa 🚗

The Installation Safety Office is excited to announce the Beta launch of the Enhanced process for obtaining a SOFA license (USFJ Form 4EJ) in Okinawa starting on 21 April 2025. This Beta period is designed to refine the experience before the program expands to additional personnel.

👤 Who’s eligible for the Beta?

Initially, this process will be available only to the following personnel and their dependents:

  • E-6 and above
  • GS-13 to GS-15
  • NAF-4 and NAF-5

Key benefits

Convenience: Register and complete the online testing up to 60 days prior to arriving in Okinawa.

Streamlined Licensing: You’ll receive your SOFA license (USFJ Form 4EJ) upon arrival in Okinawa.

Driving In Okinawa

Driving in Okinawa

Okinawa offers a distinct driving experience. Unlike the United States, people drive on the left side of the road. The slow lane is on the left, and the fast lane is on the right, although there usually isn't a significant difference between either. All speed limits are marked in kilometers per hour, except for the Okinawa Expressway, there is no authorized speed zone beyond 60 kilometers per hour, or about 37 mph. In addition, all traffic signs here conform to international standards. Many roads are much narrower than standard American roads, traffic congestion is more the rule than the exception, and coral dust-laden roads are slick when it rains. Licenses

Licenses

In order for a U.S. Marine, civilian or dependent to drive on Okinawa or mainland Japan, you must obtain a valid USFJ Form 4EJ, US Forces Japan Operator's Permit.

1. You must have a valid Stateside or U.S. territory driver's license or approved country's driver license as per USFJI 31-205. At the time of applying for a license, a background check will be performed.

2. You must be on Permanent Change of Station (PCS) orders to qualify to apply for a USFJ Operator's Permit.

3. If you are Active Duty under the age of 26, you must complete or show proof of attending a Driver's Improvement Course.

Note: If you are under the age of 18 and hold a valid driver's license, you will receive On-Base Only permission to drive until you reach the age of 18. If you have never been licensed before, you must get permission from your sponsor and attend a formal accredited drivers education course. To receive a motorcycle license on Okinawa you must complete an approved motorcycle training course. Courses are available on Okinawa.

Online Testing

ENHANCED Online TESTING PROCESS TO RECEIVE A SOFA LicensE (usfj form 4ej) IN OKINAWA

Qualified inbound personnel (E6 and above, GS-13 to GS-15, NAF-4 and NAF-5) and their dependents may now apply and complete testing online up to 60 days prior to arriving in Okinawa. Upon arrival, the USFJ Form 4EJ (SOFA License) can be picked up at the Installation Safety Office.

🚫 This online process is not available to:

  • E5 and below, GS-12 and below, NAF-3 and below, or Selectees
  • Stateside learner's permit holders
  • Students enrolled in driving schools in Okinawa
  • UDP / TAD personnel
  • Contractors
  • Personnel who are already on island (must test in person)

 

📋 Application instructions:

Step 1: Mandatory Video - All applicants must watch the USFJ-mandated “Driving in Okinawa” video (Located at the bottom of this page)

Step 2:  Review the Driver's Study Guide 2025

Step 3: Submit the application form - Ensure all information is accurate, as submitting the wrong form may delay or prevent processing

Choose the form based on rank or grade:

*Dependents must submit their own application using the sponsor’s rank category. 

Step 4: Receive Test Link - After submitting the application, a unique test link will be sent to the email provided.

Step 5: After the Test - Email test completion confirmation (with test number) and Basic Web Orders to: Base.Safety.MCBB.POV@usmc.mil 

*If dependents are not listed on your accompanied orders, include Area Clearance Approval listing them.

  • Civilians: Include Letter of Employment (LOE)  |  Reservists: Include orders

What Happens Next

  • All documents and test results will be reviewed by the Installation Safety Office
  • Processing time: Up to 3 business days

You will receive an email with: Instructions to pick up your SOFA License and a short feedback survey (please complete it to help us improve)

UDP LICENSING

1. Unit Representative/ Communication:

Unit Commanders/Representatives: Responsible for submitting required documents for personnel.

The Installation Safety Office (ISO) Staff Non-Commissioned Officers (SNCO’s) are responsible for reviewing submissions and providing feedback on documents submitted and scheduling; testings are conducted by appointments only.

Communication will only be conducted between the unit representative(s) and the ISO SNCO’s for all UDP applications.

Online testing is not authorized for UDP personnel.

2. Document Submission & Review

Required Documents for Personnel:

  • Stateside Driver’s License (Physical)
  • Military ID
  • Driver’s Awareness Certificate (for personnel aged 25 and below)
  • UDP CO Endorsement Letter (with NOWA OOO completion date, end of tour date, and alphabetized personnel roster as an enclosure)
  • CO signature on USFJ Form 4EJ (Yellow Card) for E-5 and below, prior to taking the SOFA licensing exam
  • E-3 and Below course completion (for E-3 and below personnel, must attend the course before taking SOFA exam). Please refer to the E3 and below Course document here
  • Promotion Warrant or Updated BIR (for E-4 personnel if CAC not updated)
  • Assumption of Command Letter (if not provided already)

Remedial Drivers course

The MCIPAC-MCBB Installation Safety Office offers Remedial Driver Training to reinforce positive attitudes and motivate vehicle operators who have been convicted of serious moving traffic violations, found at fault in a traffic accident (while driving a government or privately owned vehicle), or otherwise demonstrated driving habits or attitudes that require additional attention.

Course Details:

· Check-In Time / Location: All personnel enrolled in this course must report no later than 0715 to the Camp Foster Installation Safety Office Bldg #5831

· Class Start Time: 0730. Late arrivals after 0715 will be dropped from the course and will be required to re-enroll in the next available session

Uniform Requirements:

· Active-Duty Personnel must wear the appropriate uniform of the day (UOD). Those not in compliance will be dropped and asked to enroll in a future session.

· Civilians and Dependents are required to be in proper civilian attire.

Priority Enrollment: Priority seating is reserved for personnel appointed by MCB Traffic Court or their Battalion/Squadron Commanding Officer (with written confirmation). Remaining spaces will be allocated on a first-come, first-served basis.

Okinawa is a semi-tropical island and the largest in the chain of the Ryukyu's (re-u-que's). Surrounded by world class beaches, the island has a moderate climate with an average annual temperature of 73 degrees Fahrenheit. Okinawa thrives from the popular tourism industry and is considered a "hot bed" for a variety of recreational water activities. You can find almost every aquatic sport here from Hari (ha-lee) or dragon boat races, to sports fishing, swimming, scuba diving, kayaking, jet skiing, surfing, and kite boarding.
 
When entering coastal waters, pay close attention to water conditions as they can change for the worst in a matter of minutes. Additionally, adhere to posted warning signs and inform others of where you are going and your expected time of return. It is also highly encouraged that personnel enter the water in populated areas as it provides more opportunities to obtain immediate assistance in the event of an emergency. Furthermore, water enthusiasts should use extreme caution as rip currents are widely present throughout the coastline due to the unique coral formations. Finally, have a mobile phone handy and preprogram emergency phone numbers, including the Japan Coast Guard emergency number of 118. SEASONAL WIND AND WATER CONDITIONS

Winter is here and Okinawa’s ocean will take on different moods, with prevailing wind and swells approaching the island more frequently from the north.

We will see mild temperatures and great weather through much of the winter season, making ocean recreation a continued popular liberty activity in cooler months. This is dangerous, as high winds and an elevated sea state are also associated with Okinawa’s winter. Ocean related mishaps increase from October through April and we must be vigilant to employ personal risk management to prevent off-duty mishaps in the ocean.

One critical statistic highlights that 45 percent of fatal ocean mishaps in Okinawa involve snorkelers, particularly those without proper snorkel vests.

Per MARFORJ5101.1Ch1 “To maintain buoyancy and facilitate any necessary rescue, personnel snorkeling and freediving shall wear appropriately-sized vests designed for activity e.g., snorkel vests for snorkeling and freediver recovery vest or snorkel vest for freediving.”

Snorkel vests can be borrowed for no cost, and for up to three days from Tsunami Scuba locations on Camps Schwab, Hansen, Torii Station, Courtney, and Foster, and from the Fitness Center on Camp Kinser.

When planning to participate in recreational activities in the ocean, make sure to always;

  • · Check your Sea Conditions before entering the water, which can be found on your MCCS Okinawa Liberty App
  • · Wear a floatation device and remember that snorkeling vests are free and available to you
  • · Use the buddy system at all times in the ocean
  • · Have a plan, and let someone know where you plan to enter the ocean and what time you expect to return
  • · Consider your abilities as a swimmer, surfer, diver, etc. and plan your ocean recreation accordingly
  • · Always swim, surf, paddle, snorkel, and dive within your limits

Our mission is to ensure the safe management and control of Asbestos-Containing Materials (ACM) and Lead-Based Paint (LBP) found in buildings. Through strict adherence to asbestos and lead safety programs, we help ensure that ACM and LBP are properly identified, handled, and maintained across installations. We are committed to full compliance with all applicable regulations, including MCIPAC-MCBBO 5100.6B, Japanese Environmental Governing Standards (JEGS), and U.S. EPA/OSHA guidelines. By promoting safety and regulatory compliance, we aim to protect both people and the environment from the risks associated with hazardous materials.

Our Program Includes:

  • Development and implementation of regulatory requirements and operational guidance for asbestos-related activities.

  • Prevention of unintentional asbestos exposure through awareness training, guidance related to proper work procedures, and clear communication tools (e.g., notifications and flyers).

  • Support with conducting site inspections, and maintaining data and records of ACM and LBP.

What is Asbestos?

Asbestos is a general term for naturally occurring silicate minerals that can be separated into thin, durable fibers. These minerals were commonly mined and used in construction materials, especially in buildings constructed before 1980. Asbestos-containing materials (ACM) do not pose a health risk when left undisturbed and intact. However, when these materials are damaged or disturbed, asbestos fibers can become airborne and inhaled, which may lead to serious health issues.

Definition of Asbestos-Containing Materials (ACM): Materials that contain 0.1% or more asbestos by weight.

What is Lead?

Lead (Pb) is a naturally occurring metal found in the earth’s crust. It has been widely used in various products, including paint, pipes, and batteries, due to its durability and resistance to corrosion. In the U.S. buildings constructed before 1978, lead-based paint was commonly used. Lead-based paint becomes hazardous when it deteriorates and it is ingested through the mouth.

Definition of Lead-based paint (LBP): ≥ 1.0mg/ cm² OR 0.5% (5,000ppm) by weight

Asbestos and Lead Awareness online training is available on our SharePoint here (CAC access required)

Annual awareness training is required for personnel who do not directly handle asbestos or lead in their regular duties, but who work in or around areas where these hazards may be present, including those performing maintenance activities near asbestos- or lead-containing materials. The training is available online to anyone with CAC (Common Access Card) access who wants to learn more about asbestos and lead awareness and etc. If you do not have CAC access, but require training or simply want materials, please contact us. If you are unsure whether this training is required for your role, please refer to your Industrial Hygiene (IH) Survey, conducted periodically by the U.S. Naval Hospital.

NOTE: This awareness training does not certify or authorize individuals to perform asbestos or lead removal or containment projects. It is intended solely for hazard recognition and educational purposes.

Motorcycle Safety

The MCIPAC-MCBB Installation Safety Office provides all Motorcycle Safety Foundation (MSF) training courses for personnel with Status of Forces Agreement (SOFA) status. Individuals who choose to operate a motorcycle inherently assume a higher level of risk, as motorcycle mishaps often result in severe personal injury and increased operational impact. To mitigate these risks, all riders are required to complete the appropriate motorcycle safety training and licensing requirements prior to operating a motorcycle on or off installation.

Before a motorcycle endorsement can be issued, prospective riders must successfully complete the required rider training course and/or demonstrate proficiency through authorized testing. Upon successful completion of the training requirements, riders will be issued the appropriate motorcycle endorsement on their SOFA license.

Prospective riders must be at least 16 years of age and possess a valid USFJ Form 4EJ operator’s permit (SOFA driver’s license) prior to enrollment in motorcycle training.

The following Motorcycle Safety Foundation courses are offered and conducted by the Installation Safety Office Motorcycle Training Section, located at Kadena Air Base, Building 908.

  • Level I: Basic Riders Course (BRC)
  • Level II: Advance Riders Course (ARC)
  • Level III: Advance Rider Track Day (ARTD

Course Details:

· All personnel must have proper riding gear and attire as listed below:

  • Wear long trousers

  • Boots or over the ankle hard-soled shoes. (NO TENNIS SHOES)
  • Eye protection: Face shield, riding sunglasses or goggles
  • Full fingered gloves
  • An approved helmet that meets DOT/SNELL/ECE standards

Priority Enrollment: Active-Duty personnel have priority for all Motorcycle Safety Courses. In accordance with MCO 5100.29C: DoD civilian personnel, military retirees, and military dependents may attend motorcycle safety training on a space-available basis at no cost to the member.

However, the individual’s sponsor must first establish a Risk Management Information (RMI) account, as civilian participants must be registered under their sponsor’s account in order to complete enrollment.
  • Class size is strictly limited to 12 students per course to ensure adequate instructor oversight and training quality. Once the 12 available seats are filled, any additional registrations will be automatically disenrolled from the course. Personnel are advised not to continue enrolling once the class has reached capacity, as individuals exceeding the limit will not be permitted to participate.

Mission

The Mission of the MCB Provost Marshal's Office is to provide law enforcement, investigative, and security services as directed by the Commanding General. The Provost Marshals advises and assists the Commanding General on the formulation and administration of military law enforcement related policy and procedures. OFFICIAL ANNOUNCEMENT:

LIMITED DRIVING REQUESTS:

    To request limited or restricted driving, you will need to submit a request. You will need to create an endorsement letter in Naval Correspondence format, ensure the unit's letterhead and SSIC code (right above the date) is correct, the letter needs to explain in detail extenuating circumstances on why limited driving privileges should be granted. (Ex: Between Family Hardship/Quarters/Primary workplace/medical/school/base to base duties). Additionally, your Battalion Commander will need to provide a separate endorsement letter in standard Naval Correspondence format. The endorsement letter should state any corrective measures and justify, particularly by describing how it will affect you and how awarding limited driving privileges would serve the command or the public interest regarding the citation you have received.  Once prepared, please forward both endorsement letters and form to MCBPAC.MCBBUTLER.TRA@USMC.MIL so we may forward the limited driving package to the Traffic Court Officer (TCO) for further processing. Click here for the optional Limited Driving package form.

APPEAL REQUEST:

     Any adjudged offender may appeal the administrative action imposed. However, the administrative action imposed will remain in effect pending appeal. Adjudged offenders shall address their appeals, in writing, to the MCIPAC-MCBB Chief of staff within 10 calendar days after the traffic court date imposing the action.

     In addition to submitting the “appeal request” form, you will need to attach a letter in Naval Correspondence format, ensure the unit's letterhead and SSIC code (right above the date) is correct, the letter should explain in detail why you are choosing to appeal the adjudication of your traffic citation. Provide any statements, witness testimony, and/or evidence to prove your claim. Lastly, your Battalion Commander will need to endorse/state or justify your reasoning.  Once prepared, please forward both your form and letter to mcbpac.mcbbutler.tra@usmc.mil so we may forward to the Traffic Court Officer (TCO) for further processing.

- I received an Armed Forces Traffic Ticket, what do I need to do?

     Email the citation admin office (click here) within 7 days of receiving your ticket.

- What type of citation requires mandatory Traffic Court?

Traffic Court follows MCIPAC MCBBO 5560.1C, which states offenses that constitute mandatory traffic Court hearings. The citation admin office will assign a Traffic Court date when a "not guilty" plea is entered. ***Please understand that any case (alcohol related, accident/collision, etc.) could take a few months or more to complete investigations. Once cases are finalized, traffic court can be scheduled and/or the case adjudicated. ***

- How can I find out how many points I have on my SOFA license?

Please utilize the point accumulation request form to request this information. 

- How does the point system work/how many points am I allowed?

Accumulating 12 points in 12 months or 18 points in 24 months requires a mandatory suspension or revocation of driving privileges.

12 points = 6-month suspension of your driving privileges

18 points = 1-year revocation of driving privileges.

After 24 months (from the citation date) points do not count anymore. There is no way to remove points from your record, they stay on your record for 24 months. Offenses are still considered as your driving history, even after points are dropped off. 

- What if I was issued a parking citation, but I let someone else drive my car?

Please fill out a Claim of Responsibility form. The person who was issued the citation is the "Offender" and the person taking responsibility is the "claimant". The person claiming responsibility needs to digitally sign using a CAC or come into the citation admin office and sign in person.

- I received a temporary suspension due to EXPIRED VEHICLE REGISTRATION and my SOFA license was taken by the MP, how can I get my license back?

To get reinstated, you will need to either: update your registration requirements (JCI, PDI, GOJ, Road Tax) -OR- Junk and deregister your vehicle.

Step 1: Was there an accident? If there was an accident and you were not updated on insurance, you need to contact the claims office! 645-7460 (we need a letter of General release and proof of closed claims, before reinstatement-even if you update your vehicle paperwork)

Step 2: No accident? ---> What was expired? PDI (insurance) only- then go pay for a new insurance plan, take it to JSVRO to update the system, and bring all documents into the Traffic Court office for reinstatement of your driving privileges. (if there was an accident you cannot get reinstated until damages have been covered) Once reinstated you can remove your vehicle from the impound lot. 

Step 3: JCI expired ---> you need to go purchase the JCI from the insurance company, then go to vehicle registration office to apply for temporary plates. (you cannot drive with the temp plates, since you are suspended) Once issued the temp plates, you can have someone get your vehicle out of the impound lot and drive it to go get the GOJ inspection done on your vehicle. After completing the inspection, you need to return the temp plates and documents to JSVRO and then bring proof to our office of updated registration requirements. 

***Before we are allowed to release your SOFA license back, you need to update your JCI/GOJ/PDI/ROAD TAX (whichever applies to you) and be in compliance with claims. Proof needs to be brought into the citation admin office located at PMO, building 496 on Camp Foster. *** 

If you plan to "junk" your car, you just deregister your vehicle and provide the junk/deregistration certificate to us.

- I would like to contest my ticket, what do I need to do?

Email the Citation Admin office within 7 days to request a future Traffic Court date.

- I received an off-base ticket by Japanese Police, what do I need to do?

The Japanese national police issue standard Japanese 
traffic tickets. The Japanese national police forward their tickets to the 
Provost Marshal's Office (PMO) Japanese Police Liaison who, in turn, forwards 
them to the Traffic Court section. The traffic offenses identified in the 
tickets are subject to TCO adjudication in Traffic Court, regardless of any 
"Official duty" certificate issuance for traffic violations on or off base. 

- How do I submit my remedial driver’s certificate or SACO?

You can bring your original certificate into the citation admin office or submit a scanned copy to our office via email

How do I get fingerprinted; do I need an appointment?

Appointments for fingerprinting are highly encouraged! Walk-ins are accepted but there is no guarantee you will be fingerprinted as a walk-in (this is based on manpower). Our office currently only offers ink prints, if you would like to make an appointment, please click here. 

-How do I get reinstated, after serving my time for my suspension or revocation?

For reinstatement, you come into the citation admin office or contact us via email if you are not on island. To get reinstated you must have completed your time (the day after expiration or later), completed any mandatory classes/courses and provided proof, and if applicable: deregistered your POV (if longer than 6 months revocation).

Driving In Okinawa

Driving in Okinawa

Okinawa offers a distinct driving experience. Unlike the United States, people drive on the left side of the road. The slow lane is on the left, and the fast lane is on the right, although there usually isn't a significant difference between either. All speed limits are marked in kilometers per hour, except for the Okinawa Expressway, there is no authorized speed zone beyond 60 kilometers per hour, or about 37 mph. In addition, all traffic signs here conform to international standards. Many roads are much narrower than standard American roads, traffic congestion is more the rule than the exception, and coral dust-laden roads are slick when it rains. Defensive driving is an absolute necessity. Drinking and driving and illegal drugs are dealt with very severely both by Japanese and Military authorities.

Licenses

Licenses

In order for a U.S. Marine, civilian or dependent to drive on Okinawa or mainland Japan, you must obtain a valid USFJ Form 4EJ, US Forces Japan Operator's Permit.

1. You must have a valid Stateside or U.S. territory driver's license or approved country's driver license as per USFJI 31-205. At the time of applying for a license, a background check will be performed.

2. You must be on Permanent Change of Station (PCS) orders to qualify to apply for a USFJ Operator's Permit.

3. If you are Active Duty under the age of 26, you must complete or show proof of attending a Driver's Improvement Course.

Note: If you are under the age of 18 and hold a valid driver's license, you will receive On-Base Only permission to drive until you reach the age of 18. If you have never been licensed before, you must get permission from your sponsor and attend a formal accredited drivers education course. To receive a motorcycle license on Okinawa you must complete an approved motorcycle training course. Courses are available on Okinawa.

Online Testing

ENHANCED Online TESTING PROCESS TO RECEIVE A SOFA LicensE (usfj form 4ej) IN OKINAWA

Qualified inbound personnel (E6 and above, GS-13 to GS-15, NAF-4 and NAF-5) and their dependents may now apply and complete testing online up to 60 days prior to arriving in Okinawa. Upon arrival, the USFJ Form 4EJ (SOFA License) can be picked up at the Installation Safety Office.

🚫 This online process is not available to:

  • E5 and below, GS-12 and below, NAF-3 and below, or Selectees
  • Stateside learner's permit holders
  • Students enrolled in driving schools in Okinawa
  • UDP / TAD personnel
  • Contractors
  • Personnel who are already on island (must test in person)

 

📋 Application instructions:

Step 1: Mandatory Video - All applicants must watch the USFJ-mandated “Driving in Okinawa” video (Located at the bottom of this page)

Step 2:  Review the Driver's Study Guide 2025

Step 3: Submit the application form - Ensure all information is accurate, as submitting the wrong form may delay or prevent processing

Choose the form based on rank or grade:

*Dependents must submit their own application using the sponsor’s rank category. 

Step 4: Receive Test Link - After submitting the application, a unique test link will be sent to the email provided.

Step 5: After the Test - Email test completion confirmation (with test number) and Basic Web Orders to: Base.Safety.MCBB.POV@usmc.mil 

*If dependents are not listed on your accompanied orders, include Area Clearance Approval listing them.

  • Civilians: Include Letter of Employment (LOE)  |  Reservists: Include orders

What Happens Next

  • All documents and test results will be reviewed by the Installation Safety Office
  • Processing time: Up to 3 business days

All new arrivals must attend the Newcomers Orientation Welcome Aboard (NOWA) brief before receiving a SOFA Driver’s License.

UDP LICENSING

1. Unit Representative/ Communication:

Unit Commanders/Representatives: Responsible for submitting required documents for personnel.

The Installation Safety Office (ISO) Staff Non-Commissioned Officers (SNCO’s) are responsible for reviewing submissions and providing feedback on documents submitted and scheduling; testings are conducted by appointments only.

Communication will only be conducted between the unit representative(s) and the ISO SNCO’s for all UDP applications.

Online testing is not authorized for UDP personnel.

2. Document Submission & Review

Required Documents for Personnel:

  • Stateside Driver’s License (Physical)
  • Military ID
  • Driver’s Awareness Certificate (for personnel aged 25 and below)
  • UDP CO Endorsement Letter (with NOWA OOO completion date, end of tour date, and alphabetized personnel roster as an enclosure)
  • CO signature on USFJ Form 4EJ (Yellow Card) for E-5 and below, prior to taking the SOFA licensing exam
  • E-3 and Below course completion (for E-3 and below personnel, must attend the course before taking SOFA exam). Please refer to the E3 and below Course document here
  • Promotion Warrant or Updated BIR (for E-4 personnel if CAC not updated)
  • Assumption of Command Letter (if not provided already)
  • CO By Direction Letter (if applicable)

Remedial Drivers course

The MCIPAC-MCBB Installation Safety Office offers Remedial Driver Training to reinforce positive attitudes and motivate vehicle operators who have been convicted of serious moving traffic violations, found at fault in a traffic accident (while driving a government or privately owned vehicle), or otherwise demonstrated driving habits or attitudes that require additional attention.

Course Details:

· Check-In Time / Location: All personnel enrolled in this course must report no later than 0715 to the Camp Foster Installation Safety Office Bldg #5831

· Class Start Time: 0730. Late arrivals after 0715 will be dropped from the course and will be required to re-enroll in the next available session

Uniform Requirements:

· Active-Duty Personnel must wear the appropriate uniform of the day (UOD). Those not in compliance will be dropped and asked to enroll in a future session.

· Civilians and Dependents are required to be in proper civilian attire.

Priority Enrollment: Priority seating is reserved for personnel appointed by MCB Traffic Court or their Battalion/Squadron Commanding Officer (with written confirmation). Remaining spaces will be allocated on a first-come, first-served basis.

 

How to Enroll in the Remedial Driver Training Course:

· All active duty personnel must enroll by following the link below.

2. If you don’t have an account, you will need to create one.

3. Once logged in, click on the “Training” dropdown tab on the left and select “Search Training Classes.”

4. Use the following search parameters:

· Hosting Organization Tier 1: US Marine Corps

· Hosting Organization Tier 2: HQTRS MCIPAC (M20090)

· Training Course Tier 1: Core Training

· Training Course Tier 2: AAA-Driver Improvement

5. Scroll to the bottom and click “Search”

6. Select your preferred class date by clicking on the appropriate  figure.

 

Important Notes:

· Dependents may enroll by calling the Camp Foster Installation Safety Office. 

· Classes are limited to 30 students. If the class is full, you may enroll as a standby. Standby enrollment will be accepted on a space-available basis.

· If enrolled as a standby, please arrive at the scheduled location and time to secure a spot if there are any no-shows.
